IHR States Parties Annual Reporting (SPAR)
The States Parties Annual Reporting (SPAR) tool supports countries in assessing, monitoring, and reporting their implementation of the International Health Regulations (2005). It facilitates annual reporting to the World Health Assembly under Article 54 of the Regulations and helps identify priorities for strengthening national public health capacities.
The Third Edition (2026) reflects the amendments to the IHR adopted in 2024 and broadens the tool's coverage of States Parties' obligations and rights under the Regulations.
The tool comprises 24 capacities and 42 indicators, including 34 scored and 8 unscored declaration or information indicators, organized into three sections:
Legal and administrative arrangements, equity and solidarity, responsible authorities, workforce and financing.
Core capacities organized under four pillars: Prevention, Preparedness, Surveillance and Response.
Public health measures related to international traffic, designated points of entry, and disease-specific requirements for travellers.
States Parties are encouraged to prepare their reports through a multisectoral process, under the coordination of their National IHR Authority and with the participation of their National IHR Focal Point and other relevant authorities. The accompanying SPAR guidance document provides explanations and practical support for completing the questionnaire and selecting appropriate responses.
Reports are completed and submitted through e-SPAR, WHO's secure online reporting platform, available in the six United Nations official languages. Submitted information supports reporting to WHO Governing Bodies, national planning and monitoring of IHR implementation. Publicly available results are shared through WHO platforms, subject to the applicable data-access arrangements.
